In order to get "They think it’s all over..." you need to score the fewest amount of points in the Hailfire Peaks kickball game. You cannot get this achievement in the first Mayan stage. Hope that helps someone.

It does say in the achievement description about winning a Colosseum kickball game and the Colosseum is in hailfire.
