I had alot of trouble getting the mailbox trick to work on Area 1-4. I read that someone was able to do it in Area 2-1. So I looked around and found the perfect spot to get it. It took a few tries but if you just be patient you can get it.
This is the exact location I did it at. Take notice at how the one agent is facing the other way. I only head chomped the agents that had their backs to me. Whenever I would try on one of the agents that was scared and facing me they ran underneath me to the left and I missed. Make sure he is in about the same area as in the pic (they can be to the right a bit more and you'll still make the jump). Any further past that tree and you risk missing or moving screen to the right more. Also the split second that he turns his back, make the jump don't hestitate.

Here is another spot that is even easier to get a headchomp. Wait until the agent is directly underneath you. Even if they get scared they won't have enough time to get away. Takes a bit longer to wait for them to move down that way. See the pic below.

Also the achievement never popped for me. I had a friend counting and he told me I hit 50 and I looked and had the achievement. I'm not sure if that happens for everyone so watch out for it.
The key is just be patient and you will get it. If you say to yourself "I think I can make this chomp" don't! Only jump when you know you can make it.
