How do yuo access the datapacks once they are unlocked?

Go to your garage or ACSIS and go to the simulator.

Here you will fight the ACs from the loading screens, make money, and FRS memory which you can use to tune features of your AC.

Ok I got it now. You have to complete Chapter 2 before you can do any Data Packs and unlock simulation.
