What is this and how do yuo use it to tune your Mech. I kept getting this after completing the data packs but I have no idea how to use it.

You go to Assembly>Continue until you reach tuning>Pick Manual>Use the FCS to upgrade Weapons, Mobility, Boosting, etc.
