I want the "wing-like" back or shoulder part that can be found on Next #4 "Noblesse Oblige".

How do I get 'em?

You have to beat Marche au supplice mission on hard I think. It's the mission where you have to take on four ACs by yourself in the 5th chapter.

OMFGZORS DUDE! You're so much help.. I never would have thought of that! Especially seeing as I've beaten the game and all data packs..
