I beat chapter 3 but still do not have the simulator

This is my first AC game so maybe I am doing something wrong, I just beat chapter 3 (did not complete all missions if that matters) and supposedly the simulator unlocks in chapter 3 so I can get the data pack achievements. Well I do not see it under schematics where it is supposed to be, am I doing something wroing?

Select the ACSS option on the right. Scroll down and you will see Simulator as an option. The interface isn't exactly the most user friendly but trust me its there.

So just to confirm - so... you have to wait until you finish Chap 3 in order to unlock the Simulator and doing so allowing you to go for the data pack achievs
