Free missions in the cities

Are these the save citizens and scale the view points missions? Cause I have done them all in two districts of Damascus, I dont know if I have to do anymore.

saving the citizens is what gets you the achievement, and the view points are a separate achievement but they also show you the citizens so pretty much yeah you have to do all of them in all 3 districts of each city

I was like wth i've done everything in damascus, and then forgot that there was another section to do:P
