if you get the video from youtube you'll need to convert the .flv file to an .avi or some other file type. And you'd need some program that will convert the actual video to a .gif file. Then, I'm pretty sure gimp gives you a bunch of images (if you open the .gif file in it) that are tiled (shown in "layers") taken from the .gif version. Then you could delete everything till you get the part you want.

You can use a program I have called Super (http://www.afterdawn.com/software/video_software/video_encoders/super.cfm). I'm not exactly sure of its full capabilites such as converting such files listed in MusicMan's post, but I do know it has a wide variety of things to select from. I use it mainly for converting all .flv files from Youtube to .mpeg4 (iPod Video) for use on iTunes and ultimately my iPod.
Head to Youtubex.com (http://www.youtubex.com) to download the yoube video you'd like to use and save it as a .flv file. Then use super to convert it to .gif it it can. This might require a bit more research if that's what you're hoping to achieve. If anyone else has this program then maybe you could confirm this for him?

If you want to open it up in PS you'll have to convert the .flv file to an MPEG file ;)

The program I suggested can do that for sure. I've already used it for those purposes as well.

Almost all can, but the only EXT. that I found that Photoshop can use is MPEG-4.
