It's Richter Belmont from Castlevania. Rate out of 10 and tell me how to improve.

Can't give you a rating as I don't know how long you've been GFX'ing ;)
But to improve, I'd try to add effects and some lighting. The blending looks good, but the sig seems too "grungy".

not bad. The weird "brush end" line noticable, unless its there on purpose. id say 6.5/10

Try to not just blur or stripe two colors for the background, looks a little blah. If you could try using a c4d to mix it up, or even a stock photo of anything. It could clean it up a bunch and make it a bit easier on you. But just like ai said, I can't really rate it since I don't know how long you've been doing sigs for.

I've been doing sigs for about a year or so, probably longer.
Because I took "breaks" in doing sigs (I wasn't doing sigs for a period of time), I seem to have forgot some things. This was my best work, but I forgot how I did it:
