Borders question

How do i make borders and like captions such as this one? Well i can do captions myself but i'm stumped on the borders, i've been trying for around an hour.

Save your image as a .PNG file.
Then open up a new document and make it bigger than your original image.
Fill that second document with the color you want your border.
Open up your image you made earlier and paste it onto a new layer.
Then fit the layer that you pasted your created image to where you want on the X - axis. If you want to enlarge the boundaries, then go to the top and go to Image>Canvas Size and make the image bigger.
Then if you want a small border around your smaller image, then go to the pasted layer and go to the little "fx" button on the bottom of your layers palette and select "stroke" from the left panel. Adjust the colors and size in there.
Add the caption and you're done!
