To get the achievement you have to have red on your side of the Aggro bar. IT DOES NOT NEED TO BE FULL! Just have it red on your side for 1 minute. An easy way of getting it is either shooting your gun while your partner does nothing for a minute or getting on a turret and shooting for 1 minute. Be sure to keep the red on your side for 1 minute.
