I beat the game and i went back to like 5 different chapters but i can't find where you can do this achievement, if anyone can help me thank you.

You can do it anywhere after you get the phone. Just call all 4 without leaving the PDA screen. You do not have to get through to them for it to unlock.

I actually dialed the numbers, not sure if that is what is required but i got it that way

Beginning of chapter 4 I just called them all and it said that all lines were busy on all four but I got the cheevo.

I got it as soon as I got the phone.They don't have to answer to get credit.
