Yeah, I've done this level over and over and I'm still stuck. Closest I came to winning was when I maxed speed at the start and then focused on canon upgrades and finally armour.

PRAISE JESUS! I found out that you don't have to capture 5 towns in 16 minutes, just have the most towns captured when the timer hits 0:00. :)

This was posted on the SA forums when I asked for help on level 7 medium there:
The map is somewhat small and you start with 2 speed, so dump your starting 2 upgrades in to cannon. Take Hamilton first to get the 2xwood collection and Rockwell next. There is no rum on the map, so after taking those two, focus on defense and taking out civilian ships/collecting crates. Because the limiting resource is rum, don't be afraid to upgrade your towns so they will be set up to better defend themselves when you want to go for a quick offense, but keep an eye on when you are getting close to ship upgrades and use them immediately. I personally upgrade armor last and usually get speed if the enemy keeps wandering in to your territory and cannon if they are not. Getting 5 is pretty tough on this map (and the AI will very rarely get close), so focus more on having your two core bases always defended and a third that you could take at any time if you let your guard down. If your AI partner gets on a roll and starts picking off a weak town or two, push it and see if you can sneak in a 5. Otherwise, there is a 16 minute timer, so keep within 1 total bases of your opponents and do a quick take over in the last minute or two. You shouldn't have a problem.
Edit: I just tried this strategy and got it on the first try!
