Difficult to say, but I would say a 3. Most of the achievements are very doable, even though some challenges are hard. But there are some online achievements that need time, patience, and skill.

i gave it a 2. most of the achievements are very easy. there are a few more challenging ones. the challenges in the story mode are relatively easy with the exception of a few. the online achievements just seem to take a lot of time with the Freeskate activities one being the hardest to get only because you need a couple better players.

Frustration/Annoyance alone bumps this up to a 3 + time needed to practice and complete some challenges = 4 in my book.
Never played Skate 1 though, maybe that's why.
